Effectiveness of 20 mph Zones in Fife
Ian Smith, Team Leader, Transportation Services. Fife Council

Ian’s interesting 40 minute presentation covered many aspects of 20mph mandatory and advisory zones along with traffic calming measures in Central Fife. Using a series of drawings, statistical tables and a comprehensive power point presentation, included the following;

  • Minimizing deaths with 20mph zones
  • Background info with Fife population stats.
  • Reasoning behind 20mph zones
  • Casualty reduction measures (Fife was 1st to meet Government Targets)
  • 3 year funding programme
  • 20’s Plenty schemes phased out for mandatory 20 schemes
  • 3 year monitoring results
  • Consultant assisted designs
  • School schemes
  • Consultation Process
  • Crash plot drawing
  • Rational behind residential zones
  • Rational behind part time 20’s at schools
  • Objections
  • Example schemes
  • Pedestrian Crossings
The following design considerations were then discussed
  • Cushions
  • Raised Junctions
  • Mini Roundabout
  • Nibs/Narrowing
  • Consultation
  • Statistics
  • 2008 Programme for 20 zones and Pedestrian Crossings
  • Zebra Crossings (Fife has more than both combined neighbouring Councils)

  • Speed Surveys (Radar / Pneumatic tubes)
  • Crash statistics
  • Speed statistics

Richard’s presentation started with an excellent technical summary of carriageway skid resistance before moving on to the techniques, benefits and uses of Blastrac for the recovery of skid resistance on worn surfaces. Towards the end of the presentation IHIE members and assembled guests were given an insight into of events that led to the infamous Bristol Airport skidding story that appeared in the press recently.
